When putting on your tires and rims you should make sure to use a torque wrench set to 97 foot pounds (130 Nm). 

Always torque lug nuts to 95 Foot Pounds Close up of Torque Wrench Tire with Hub cap

Be sure to torque the lug bolts (19mm) in a star configuration, as shown in the example below.

It is best to go, Top Bottom, then Left to Right when you torque any lug bolts or nuts (this is for the four bolt pattern.)  Start with 1 then go to 2 then to 3 then to 4
